The following Punishing Gray Raven tier list ranks characters into these tiers:

It’s important to build the characters wisely to unleash their true potential; by equipping the perfect memories and resonance for the characters, you can unleash their full potential. One more thing; some characters like 2B need heavy investment; at the base level, they would not perform well, but when maxed out to SSS and built perfectly with memories and resonance, they can perform well.

Lucia Crimson Abyss

• Overall Alpha/Lucia Crimson Abyss tier in PGR Tier List: Tier 1 ∼ 2
• Rank: S Rank
• Excels in Phantom Pain Cage
• Memory Set Effects; 2-piece Darwin is a must. For the 4-piece set effect, we recommend using memory Fredrick or Patton or Hanna. Fredrick-4-piece should work well than the other two. 
• Type: Attacker
• Basic ATK: ATK the target with X5 Sword Styles, each style dealing 80 – 120% PHY DMG. After dodge can immediately take the 3rd general ATK
• QTE: Unleash a Rising Dragon combo upon entering the field, launching targets and dealing a total of X600%* PHY DMG
• Ultimate Nirvana: Consumes X85 Energy. Cut all the targets in front in a flash, dealing 2600% PHY DMG

Bianca Veritas

• Overall Tier 2
• Overall a good DMG dealer 
• Type; Attacker
• Specialty; Area DMG, PHY/Elemental DMG
• Excels in; Single Target, Burst, Area
• Memory Set Effects: Heisen-4-piece, Fredrick-2-piece[Best]. Alternative 2-piece; Condelina.
• Also, you can use Hanna-4-piece and Darwin-2-piece.

Lee Entropy

• Overall S Lee PGR Tier List Rank: Tier 2*
• Poor performance in Phantom Pain Cage; lacks burst DMG
• Good in other prominent game modes like Babel tower and warzone. 
• Lee Random is an S-class character
• Type: Attacker
• Energy Coefficient: 100% PHY
• Specialty: Combo(easy to deal high combo DMG), PHY DMG(Skill combinations are powerful)
• Memory Set Effects: Hanna 4-piece set, Darwin 2-piece set. Or Patton 4-piece, Darwin 2-piece. 

Karenina Blast

• Overall Tier 2 ∼ 3
• Best in Warzone, can perform above-average in other prominent game modes like Babel Tower. Decent in Phantom Pain Cage. 
• Memory Sets: Hanna-4-piece, Darwin 2-piece.
• Karenina Blast is an A Class character
• Type: Attacker
• Energy Coefficient: 80% PHY, 20% Fire
• Specialty: Mixed Damage(able to deal PHY and elemental DMG), Form Switch(Signature move can switch attacking forms)

Watanable Astral

• Overall Tier 3*(Good in Babel tower mode, poor performance in Phantom Pain Cage)
• Decent in Warzone
• Type: Attacker
• Specialty: Agility, Mixed DMG
• Memory Set Effects: Bathlon 4-piece is a must; for 2-piece, we recommend Cottie-2-piece. Or, use a 2-piece Darwin.

Karenina Ember

• Overall S Karenina Tier in PGR Tier List: Tier 3*
• Pretty good in Baber tower
• Decent, but not the best, in other prominent game modes like Warzone and Phantom Pain Cage
• Karenina Ember is an S class character
• Type: Attacker
• Energy Coefficient: 30% PHY, 70% Fire
• Specialty: Melee(has strong area attack ability), Mixed DMG(able to deal PHY and elemental DMG). Quick burst DMG.

Lucia Dawn

• Overall Tier 3 ~ 4*(Good in Phantom Pain Cage)
• Poor performance in Warzone and Babel Tower
• Low DMG
• Type: Attacker
• Memory Sets: Heisen + Darwin/Cottie/Gloria

Watanable Nightblade

• Overall Tier 3 ~ 4*(Terrible in Warzone, he can do well in other prominent game modes like Phantom Pain Cage and Babel Tower – he is not the best, though)
• Memory Sets: Patton-4-piece, Darwin 2-piece.
• Watanabe Nightblade is an A Class character
• Type: Attacker
• Energy Coefficient: 100% PHYSICAL
• Specialty: Duel(has strong single attack ability), Backstab(attacks the back deal extra damage)

Bianca Zero

• Overall Tier 3 ~ 4*(Terrible in Warzone; lacks AoE, she can do well in other prominent game modes like Phantom Pain Cage and Babel Tower – not the best, though)
• Memory Sets: Patton-4-piece, Cottie 2-piece.
• A-Class
• Type: Attacker
• Specialty: Single-ATK ability, shorter CD of signature moves.

Lee Palefire

• Overall Tier 5*(Although, can do well in Phantom Pain Cage game mode)

• Lucia Lotus is a B-class character.

Vera Garnet

• One of the best units in the game, with excellent performance in prominent game modes like Phantom Pain Cage, Babel Tower, and Warzone
• S-Class
• Burst DMG, Reduces the resistance of enemies
• Memory Set: Tifa-4-piece, Einsteina-2-piece

Chrome Glory

• Overall Tier 1
• NOTES: Pair with Luica Plume
• S-Class
• Form Switch, Resistance Reduction
• Memory Set: Zu Wenyuan-4-piece or Da Vinci[Preferred; Zu Wenyuan]. 2-piece; Einsteina. 

A2

• Overall Tier 2[Best in Warzone and Babel. Poor performance in Pain Cage]
• S-Class
• Can reduce the enemy’s DEF. Berserk specialty grants increased DMG for 2B and 9S. 
• Memory Set: Patton 4-piece, Catherine OR Frederick 2-piece. 

Kamui Bastion

• Overall Tier 2 ∼ 3[OP in Babel Tower]. 
• Poor performance in the warzone. Good in Phantom Pain Cage. 
• A-Class
• Blocks skill. Shield.
• Memory Set: Hanna 4-piece + Cottie 2-piece. OR Da Vinci 4-piece + 2-piece of Catherine. 

Nanami Storm 

• Overall Tier 3 ~ 4*(good in Babel Tower, Phantom Pain Cage – Average performance in other prominent game modes like Warzone)
• B-Class
• DMG Reduction. Shields all damages within the range of Signature Moves. 
• Memory Set: Da Vinci 4-piece, Catherine 2-piece.

Ayla Brilliance

• Overall Tier 3 ~ 4*(good in Babel Tower, Phantom Pain Cage – Poor performance in other prominent game modes like Warzone)
• A-Class
• Able to draw enemies’ aggression, releases a shield to defend

• Can do well in Babel because of sustainability through the blue orb

• Heal allies. Hack enemies and inflict DMG. 
• Cruel Oath Skill: Increases PHY DMG and healing effects, also doubles the effects of leader skill. After triggering overclock indicator, swapping CD for 2B and A2 decreases, and they gain 1 random Signal Orb.

• Memory Set focused on DPS: Frederick 4-Piece, Darwin 2-piece.
