Fallout Shelter Online Tier List Best SSR SR Dwellers Dwellers in Fallout Shelter Online game are classified into four grades; SSR, SR, R, and N. Among all these, SSR and SR dwellers are worth developing as they have the potential to beat enemies later in the late game. While R and N grade dwellers are easy to get and develop – but, their potential is not as great as SSR/SR dwellers.
